The Finance Ministry has renewed efforts to merge three state-owned general insurers—National Insurance Company (NIC), United India Insurance (UII) and Oriental Insurance Company (OIC)—as part of its broader strategy to strengthen India’s public-sector insurance architecture. Discussions have been revived after earlier attempts stalled due to capital constraints and operational challenges.
According to officials familiar with the development, the ministry believes consolidation will help improve financial stability, reduce overlapping costs and create a stronger public-sector insurer capable of competing effectively with private-sector players. The merger plan, which was first proposed in the Union Budget 2018–19, had not progressed due to the deteriorating financial health of the three companies.
Several operational issues remain, especially related to valuation, integration of workforce, technology alignment and harmonisation of large legacy portfolios. A senior official was quoted as saying that revival of the merger proposal comes amid the need for “a more robust and competitive market structure” and a long-term plan for public-sector insurers.
All three companies have undergone capital infusion and operational restructuring over the past few years. Their solvency positions have improved, but underwriting losses and high claims ratios continue to exert pressure. The government is now reviewing fresh financial data to determine the feasibility and timeline of consolidation.
Industry observers noted that scale efficiencies could significantly improve claims management, reinsurance negotiations and risk diversification. However, unions have previously expressed concerns about potential job rationalisation and the complexity of integrating organisational cultures.
The ministry is expected to hold consultations with IRDAI, the Department of Financial Services, and the management of the three insurers before finalising its approach. If approved, the merger would mark one of the most significant structural reforms in India’s insurance sector in recent years.
