The Insurance Regulatory and Development Authority of India (IRDAI) is set to examine around 650 responses received from stakeholders on its proposed changes to insurance commission structures. The large volume of feedback reflects the significance of the proposed reforms for insurers, agents, brokers and other insurance distributors.

The consultation relates to IRDAI’s proposed framework for recalibrating the economics of insurance distribution, including changes to commission structures and distribution-related expenses. The proposals have attracted considerable attention because commissions are a key component of the economics of selling insurance products through intermediaries.

The regulator is expected to study the responses before deciding on the final framework. Stakeholder feedback is likely to cover the potential impact on distribution costs, intermediary remuneration, product availability and the sustainability of different distribution channels.

The proposed changes are particularly important for individual agents and corporate distributors because differences in distribution models can result in substantially different acquisition and servicing costs. The final framework will therefore need to balance cost efficiency with adequate incentives for intermediaries to educate customers and provide ongoing service.

For insurers, changes to commission economics could also influence product design, distribution strategy, pricing and channel mix. Banks, brokers, corporate agents and other intermediaries may need to reassess their business models depending on the final limits and implementation timeline.

The consultation process also highlights the importance of stakeholder participation in major regulatory changes. With approximately 650 submissions to consider, IRDAI’s final decision will be closely watched across the insurance distribution ecosystem.

The outcome could have a significant bearing on India’s insurance distribution economics and the industry’s broader objective of increasing insurance penetration while maintaining a financially sustainable distribution network.
